To ensure that financial hurdles never stand in the way of saving a life, the Ministry of Road Transport and Highways (MoRTH) has launched a landmark Cashless Treatment Scheme alongside the Rah-Veer (Good Samaritan) incentive.
Whether you are a victim or a bystander, here is everything you need to know about these life-saving benefits.
1. Free Treatment: What You Get
The “Cashless Treatment Scheme-2025” is designed to protect victims during the Golden Hour-the first 60 minutes after an accident when prompt medical care is most likely to prevent death.
- Coverage Limit: Up to ₹1.5 lakh per person per accident for trauma and polytrauma care.
- Duration: The scheme covers up to 7 days of hospitalization from the date of the accident.
- Universal Eligibility: It applies to all road accident victims (Indian and foreign nationals) involving any motor vehicle on any road-be it a national highway, state road, or city street.
- Uninsured Protection: Even if the vehicle that caused the accident is uninsured or is a hit-and-run case, the government will still provide the funds for treatment.

2. How to Access the Benefit
- The 24-Hour Rule: For cashless benefits, the victim must be hospitalized within 24 hours of the accident.
- Designated Hospitals: Treatment is available at all hospitals registered under the Ayushman Bharat PM-JAY scheme across India.
- Zero Upfront Cost: Hospitals are mandated to provide immediate stabilization and treatment. No advance payment or paperwork is required from the victim’s family or the person who brings them in.
3. The “Rah-Veer” Reward: Earn ₹25,000 for Helping
If you assist a road accident victim and reach the hospital within the Golden Hour, the government now recognizes you as a Rah-Veer (Road Hero).
- Cash Reward: You are eligible for a ₹25,000 cash prize and a Certificate of Appreciation for every life-saving act.
- Repeat Rewards: You can receive this award up to five times a year.
- National Recognition: Every year, the top 10 Rah-Veers nationwide receive a special award of ₹1,00,000 during National Road Safety Month in New Delhi.

4. Legal Protection for “Good Samaritans”
The law now strictly protects those who help:
- No Harassment: You cannot be forced to disclose your personal details, and you cannot be detained at the hospital or police station.
- Anonymous Help: You have the right to remain anonymous unless you choose to be a witness.
- Civil & Criminal Immunity: You are not liable for any civil or criminal proceedings for actions taken in good faith to save a life.
